e-Government in the Arabic World; Myth vs. Reality

e-Government is about using the systems and tools created by Information and Communication Technologies to provide better public services to citizens and businesses. Although the widespread use of ICT by government bodies is becoming all the more common, e-Government involves much more than mere tools. Effective e-Government entails changing behaviors and rethinking organizations and processes, so that public services are delivered to the citizens, enterprises and organizations that need them in the most efficient, low cost, and quick manner.

Several government agencies in the Arab world have taken progressive steps towards web and ICT use, but how close is the Arab world to efficient deployment of e-Government services?
