Dr. Ahmed Samir Elrafie

Dr. Ahmed Samir Elrafie was born in Cairo (Egypt) on 23 September 1951. He received his B.Sc. and M.Sc. in Electrical Engineering from Cairo University in
July 1974, and October 1978, respectively. He pursued his studies at Cairo University, Faculty of Engineering (Egypt), from which he obtained his PhD, in Computer Science, in October 1986. During the period from1977 to 1979, Dr. Elrafie was working as a system engineer in Giza Systems Engineering. From 1979 to 1988 Dr. Elrafie was working as a software specialist and a senior software specialist in Giza Systems Engineering. He then became an assistant software service manger in 1988 till 1992, and a software service manager from 1993 till 2004. In 2005, he moved to Ministry of State for Administrative Development as the minister assistant for ERP applications. He was responsible of managing all government projects for all back office and ERP applications, acting as a technical consultant in national Databases projects. Dr. Elrafie is currently the Head of Policies and Programs Sector, in the Ministry of State for Administrative Development. In this regards, Dr. Elrafie is responsible of overseeing, managing, and ensuring the implementation of all the programs and the projects held by the Ministry.
